Cliff First Counter

Well, the first Pokemon that the leader Cliff uses for the fight is a Shadow Bulbasaur. This is a Dual Type Pokemon, that is, a Grass Type and a Poison Type Pokemon which shows vulnerability to the following types of Pokemon:

1. Ice Type Pokemon

2. Fire Type Pokemon

3. Flying Type Pokemon

4. Psychic Type Pokemon

So, you have the choice to select a powerful Pokemon from any of these four types to battle against the Shadow Bulbasaur. Since it is not a big deal to defeat a Bulbasaur, while you are fighting this Pokemon, try to simultaneously burn as many shields during that time as possible which will make it much easier for you to defeat Cliff.

Cliff Second Counter

Now, the second Pokemon that Cliff would send is not fixed, it can be either Crobat, Venusaur, or Omastar. 

If it is a Shadow Crobat which is a Flying and Poison Type Pokemon, you must use the Pokemon from Electric, Psychic, Ice, or Rock Type which are powerful against it. 

If you have to face a Venusaur, the Grass and Poison Type Pokemon, it is weak towards the Fire, Ice, Flying, and Psychic Type, so you must choose a Pokemon from any of these four types against it. 

However, if you face Shadow Omastar, it will be an easy task for you to beat it using just a Grass Type Pokemon which is double effective against it. Alternatively, Electric, Ground, or Fighting Type Pokemon would also work. 

Cliff Third Counter

The final Pokemon that Cliff would send for the battle can be either of the following:

1. Tyranitar

2. Torterra

3. Swampert

Thus, you need to be prepared for each of them so that you can beat them no matter which Pokemon of them is in front of you.  

If you face the Shadow Tyranitar, all you need is a good Fighting Type Pokemon that can inflict double damage on this Pokemon. If you don’t have any of these types, you may then choose from any of the Fairy, Bug, Grass, Steel, Ground, or Water Types in the game. 

If Cliff chooses a Shadow Swampert for the battle, which is a Ground and Water Type Pokemon, it is double weak as the Grass Type Pokemon, so if you have one, your victory is assured. If you don’t have any Grass Type Pokemon, it is going to be really hard to beat this one. 

Finally, if Cliff sends a Shadow Torterra, the Dual Type Grass and Ground Type Pokemon, the best counter for that would be a good Ice Type Pokemon which can inflict double the damage on it, alternatively, you can also opt for a Bug, Flying, or Fire Type Pokemon.
