You must know that Glaceon is one of the evolutionary forms of Eevee. So, if you need to have a Glaceon, you first have to catch an Eevee for yourself. 

Once you have got an Eevee, make this Pokemon your buddy and then you have to collect 25 Eevee candies with it. 

To collect these candies, you can walk with your buddy Eevee, you can catch other Eevee Pokemon, you can complete certain research tasks, or you can also use your Buddy Eevee in the battles you participate in. 

All these methods will help you collect a good number of Eevee candies, so, once you have your required 25 Eevee candies, you can proceed with the evolution process for which you need to head to the map view of the game where you will find the main menu. 

On the main menu screen, tap on the Pokeball icon at the bottom of the screen which will display a list of all the Pokemon you currently have. From this list select the Eevee you want to evolve and then tap on the Evolve button on your Pokemon’s summary page.
